Few days earlier it was announced for the queries in the
reservation of the OBC, ST and SC category for the employment in Central
Government Jobs,
Minister of Personnel, and Pensioners’ Grievances &
Pensioners welfare. Now the reply to the queries about the Reservation for OBC,
ST and SC in employment is given below.

(a) The statistics regarding
employment of Other Backward Classes (OBCs) (number/percentage) in Central
Government Jobs – Groups A to D;
(b) Whether this scenario
is negation of 27 per cent reservation of OBCs, as
mandated by Government since 8 September, 1993;
(c) If so, the reasons
therefore;
(d) In what matter the above
statistics compare with SC/ST reservations; and
(e) The steps being taken to
fill-up backlog and time-frame thereof?

(a): As per information received from various Ministries/
Departments, the Group- wise representation of Other Backward Classes (OBCs) in
Central Government services as on 1.1.2011 is as under:-

(b) To (d):
In open competition: Reservation to Other Backward
Classes (OBCs) in Central Government services is provided at the rate of 27%.
Other than by open competition: Reservation for OBCs is
provided at the rate of 25.84%.
Representation of OBCs is still low for the reason
that reservation for them started only in September, 1993. Moreover,
those OBCs recruited before 1993 have not shown themselves as OBCs since
the reservation was not available to them before 1993, and they were
recruited/ appointed as general candidates. There is
no reservation for OBCs in promotion.
Reservation to SCs in Direct Recruitment is
available since 1947. Whereas, reservation for STs in
direct recruitment was introduced in 1950. The provision
of reservation in promotion for SCs/STs is available since 1955.
As per information received from various Ministries/
Departments, the representation of SCs, STs and OBCs in posts and services of
the Central Government as on 1.1.2011 is as under:-

(e): A Special Recruitment Drive to fill up the
backlog reserved vacancies of SCs, STs and OBCs in services of the
Central Government was launched on 19th November, 2008 to fill up all backlog vacancies existing
as on 1.11.2008 then it was extended till 30.6.2011. The progress of the drive
was reviewed on 1st July, 2011 and it was decided to re-launch the drive so as
to fill up the remaining identified backlog vacancies by 31.03.2012.
As reported by the Ministries/Departments so far, the
backlog vis-à-vis filled up vacancies of SCs, STs and OBCs is given
in the following table:
