Union Cabinet on Wednesday accepted the recommendations of the 7th Pay Commission, which gives a substantial increase in salaries and pensions of central government employees. The pay panel had in November last year recommended 14.27 percent increase in base salary to subordinate levels, the lowest in 70 years. The previous sixth payment of the Commission had recommended an increase of 20 percent, the government doubled by implementing in 2008.



The Cabinet also decided that wage arrears and benefits will be paid to the host during the current year (2016-17) itself, unlike in the past when the parties of arrears will be paid in the next fiscal year.
The recommendations will benefit more than one core employees. This includes more than 47 lakh central government employees and 53 lakh pensioners of which 14 lakh employees and 18 lakh pensioners are the defense forces.



Highlights:

·         Minimum pay of Rs 18,000 has been recommended against the existing Rs 7,000 per month

·         Fitment factor of 2.57 would apply for pay revision of all employees. And the rate of annual increment has been retained at 3%.

·         Gratuity has been increased from Rs 10 lakh to Rs 25 lakh and House Building Advance was raised from Rs 7.5 lakh to Rs 25 lakh.

·         The commission has recommended abolishing 52 allowances altogether

·         As estimated by the 7th CPC, the additional financial impact on account of implementation of all its recommendations in 2016-17 will be Rs. 1,02,100 crore.

·         Gratuity has been increased from 10 lakh to 20 lakh

·         Rates of Military Service Pay revised from Rs. 1000, 2000, 4200 & 6000 to 3600, 5200, 10800 & 15500 respectively for various categories of Defence Forces personnel.

·         Hospital Leave, Special Disability Leave and Sick Leave subsumed into a composite new Leave named 

      ‘Work Related Illness and Injury Leave’ (WRIIL). Full pay and allowances will be granted to all employees during the entire period of hospitalization on account of WRIIL.

·         The Cabinet also approved the recommendation of the Commission to enhance the ceiling of House Building Advance from Rs. 7.50 lakh to 25 lakh.

·         Two dates of increments in place of existing one – 1st January and 1st July

·         Ex-gratia lump sum compensation and military service pay increased

·         Existing rates of monthly contribution towards Group Insurance to continue


·         Grade Pay & Pay Band structure to be replaced by Pay Matrix, comprising 19 Levels
